MOTD Fixer PHP Updates - IP Authentication Fixed

Small update for the MOTD Fixer web-script. This is a small patch to address the IP authentication and not allowing client URL's to be registered.

Changelog:

• Fixed IP based authentication on register_url()
• Fixed row count not returning on cleanup_db()
• Smaller code changes
